1. For dressing, in a small bowl combine lemon peel, lemon juice, oil, garlic, pepper and salt. In a glass baking dish toss 2 tablespoons of the dressing with sweet peppers and zucchini; set aside. Reserve 2 tablespoons of the dressing. Brush steak with some of the remaining dressing.
2. Place steak on the rack of an uncovered grill directly over medium coals. Grill until desired doneness, turning once and brushing with dressing halfway through grilling time. Allow 14 to 18 minutes for medium-rare doneness (145 F.) or 18 to 22 minutes for medium doneness (160 F.). Discard remainder of dressing.
3. Place vegetables on grill around meat for the last 10 minutes of grilling time. Grill veggies, turning once.
4. With kitchen shears, cut zucchini into bite size pieces. In a medium bowl toss vegetables with the reserved 2 tablespoons of dressing. Slice steak; serve with vegetables.
