1. Place meat in a resealable plastic bag and set in a large bowl.
2. For marinade, in a small bowl combine green onions, olive oil, lemon juice, tarragon, garlic, oregano and pepper. Pour over meat. Seal bag; turn to coat meat. Marinate in the refrigerator for at least 4 hours or up to 24 hours, turning bag occasionally. If using wooden skewers, soak skewers in water for 30 minutes before grilling.
3. Drain meat, discarding marinade. On eight 8-inch skewers, alternately thread meat, lemon halves, zucchini and sweet peppers, leaving a 1/4-inch space between pieces. Place skewers on the rack of an uncovered grill directly over medium coals. Grill for 12 to 15 minutes or until done, turning occasionally.
To Broil: Place skewers on the unheated rack of a broiler pan. Broil 4 to 5 inches from heat for 12 to 15 minutes or until done, turning occasionally.
