1. Thaw fish, if using frozen. Coat the unheated rack of a broiler pan with nonstick cooking spray. Sprinkle both sides of fish with lemon-pepper seasoning. Place fish on prepared rack of broiler pan. Broil 4 inches from heat for 4 minutes; turn fish. Broil 3 to 5 minutes more or until fish flakes easily when tested with a fork.
2. Meanwhile, for sauce, coat an unheated medium saucepan with nonstick cooking spray. Add green onions; cook and stir over medium heat until tender.
3. In a medium bowl stir together orange peel, orange juice, cornstarch and salt. Add to green onions in saucepan. Cook and stir until mixture is thickened and bubbly. Cook and stir for 2 minutes more. Add orange sections and grapes. Heat through. Spoon sauce over fish.
