1. Trim fat from steak. In a small bowl, combine oregano, garlic, lemon peel, oil and pepper. Using your fingers, rub mixture onto both sides of steak.
2. Place steak on unheated rack of a broiler pan. Broil 3 to 4 inches from heat for 15 to 18 minutes, or until medium doneness achieved (160 F.), turning once halfway through broiling time. Cover and let stand 5 minutes. Slice steak diagonally across the grain; serve.
