1. Thaw fish, if frozen. Rinse and pat dry with paper towels. Sprinkle with lemon-pepper seasoning or pepper.
2. Place the fish in a lightly greased nonstick baking pan, tucking under any thin edges. Drizzle with soy sauce. Arrange orange slices on top of fish. Cover and bake in a 450 F. oven for 8 to 12 minutes or until fish flakes easily when tested with a fork.
3. Meanwhile in a medium saucepan combine broccoli, chicken broth, the water, garlic and salt. Bring to a boil; reduce heat. Cover and simmer about 3 minutes or just until broccoli is crisp-tender. Stir in couscous. Remove pan from heat. Cover; let stand for 5 minutes.
4. To serve, spoon couscous mixture onto a serving platter. Arrange orange-topped fish on top of couscous.
